If your cabs regularly go from Punjab to Delhi, Himachal, Jammu or Rajasthan, you need to understand the All India Tourist Permit (AITP). It lets tourist vehicles carry passengers across state borders without separate permits for each state.
What changed in 2023
The Ministry of Road Transport and Highways notified the All India Tourist Vehicles (Authorisation or Permit) Rules, 2023. The aim was a simpler, online, nationwide permit for tourist vehicles, with fees based on seating capacity and permits that can be taken for shorter or longer periods.
Who needs it
- Taxi operators doing interstate outstation trips (one-way and round trips)
- Tempo traveller and mini-bus operators for tours and pilgrimages. See tempo traveller business marketing
- Wedding and corporate transport going across states
How to apply (overview)
- Vehicle must be registered in the transport category with valid fitness, insurance and PUC
- Apply online through the Parivahan permit services for your state
- Choose validity period and pay the prescribed fee (based on vehicle/seats)
- Download the permit and keep a copy in the vehicle (digital copies via DigiLocker/mParivahan are widely accepted)
Practical points for operators
- Keep permit, RC, insurance, fitness, PUC and driver licence valid at the same time; one expired document can cause trouble at checkpoints
- Some states still levy separate taxes or entry fees in specific cases; ask experienced operators and check the state transport department before a new route. See tolls, parking and state tax
- Set renewal reminders in your phone or fleet software
- Mention "All India permit vehicles" on your website and quotes; corporate and NRI clients value it
